Through the Rehabilitation Program, UGI Utilities partners with community-based rehabilitation organizations to fund approved energy-efficient measures — such as ENERGY STAR–rated furnaces, water heaters, insulation, and energy-efficient windows — installed at the time of new construction or rehabilitation of qualifying low-income residential housing.
The program differs from the traditional Low Income Usage Reduction Program (LIURP) because energy-efficient measures are installed before utility service is activated at the property. As a result, the households served by the rehabilitation project benefit from these measures starting the very first day they establish service — while also helping avoid future high usage and arrearage.
How It Works
UGI partners with community-based rehabilitation organizations — such as housing authorities, community development offices, and organizations like Habitat for Humanity and Neighborhood Housing Services — to identify qualifying construction and rehabilitation projects. Partner organizations manage outreach to households, project coordination, and funding requests directly with UGI.
Project Eligibility Criteria
To qualify for program funding, the households served by the project must meet the following criteria:
Be an active UGI Utilities residential heating customer
